About Me
A Lifetime of Service and Leadership
Lieutenant Frank Fernandez
Rice University Police Department
As a 28-year public servant, I have dedicated more than half of my life to helping people. Throughout my distinguished career, I have leveraged my extensive experience and expertise to empower others and make a meaningful impact.
My personal leadership development journey began during my time in the United States Marine Corps, where the importance of leadership and education was instilled in me. This formative experience laid the foundation for my career in law enforcement, where I have had the privilege of serving in a wide range of roles, including Patrol, Juvenile Sex Crimes, Vice, Jail, Airport, Robbery, Special Operations, SRG, and Emergency Communications.
Drawing on this wealth of experience, I created L.E.A.D., a program designed to help officers develop and fine-tune their skills in the promotional assessment process, enabling them to maximize their potential. As someone who has gone through and promoted three times through the assessment center, as well as serving as an assessor for several different departments at various ranks, I have a unique understanding of the challenges and strategies involved in navigating this process successfully.
Leveraging my extensive experience and expertise, I have achieved the rank of Commander at the Houston Police Department, a testament to my dedication, leadership, and unwavering commitment to excellence. I now proudly serve at Rice University Police Department, where I oversee Patrol Operations, Special Events, and Training, continuing to make a meaningful difference in the lives of those I serve.
I am passionate about sharing my knowledge and experience to help others reach their full potential. Whether you are a newer officer or a seasoned police veteran, I am dedicated to providing you with the guidance, support, and resources you need to achieve your goals and make a lasting impact in your community.
